I have designed houses without a master bedroom, but that situation is unusual. Based on my experience, almost everyone wants a master bedroom. Building a home without a master could lower the home's resale value.
If you're planning to build 2 adjoining bedrooms downstairs, perhaps the partition between them can be designed for easy removal so the rooms can be joined.
