The SIP-technology is already known in Russia. However, it hasn't been widely used by builders yet in spite of real advantages of SIP panels as compare to traditional "Russian" materials or framed constructions.
What is the reason of this strange attitude of homeowners and builders: lack of sufficient information, disbelief, matter of education?...I appreciate your expert opinion on the above.

I believe you "hit the nail on the head" (Pun intended).
Lack of sufficient information, disbelief, matter of education are probably the major reasons, as well as people's fear of change.
Sips building in America is stymied by the very same reasons.
